BACKGROUND:
In 2004 California voters passed Proposition 63, the Mental Health Services
Act (MHSA), which created funding for expanded mental health services. In 2006 your board approved MHSA resources and expenditures as part of the larger San Mateo County Health budget. MHSA legislation called for the establishment of the California Mental Health Services Oversight and Accountability Commission (MHSOAC) to oversee MHSA's implementation, including review and approval of MHSA Innovation project plans submitted by counties such as San Mateo.

The County's Mental Health and Substance Abuse Recovery Commission (MHSARC) reviews plans and public comments and submits a recommendation for Board approval, following a 30-day public comment period and public hearing.

On May 24, 2016, your Board approved the MHSA Annual Update, which included the recommendation for the Pride Center (PC), a three-year implementation of the LGBTQ Behavioral Health Coordinated Services Innovation project plan.

DISCUSSION:
