BACKGROUND:

Peninsula Clean Energy (PCE), the Community Choice Energy provider in San Mateo County was launched in October 2016 and now serves all of San Mateo County with clean electricity. PCE’s goal is to provide 100 percent greenhouse-gas-free (GHG-free) electricity by 2021. The advent of PCE’s provision of GHG-free electricity achieved significant reductions in the generation of GHG emissions in San Mateo County, from all existing use of electricity. However, access to GHG-free electricity provides additional opportunity across San Mateo County to reduce greenhouse gas emissions beyond that already achieved.

Electricity is only one source of energy use in San Mateo County. The larger portion of current energy use, as measured in BTUs, is from local burning of fossil fuels, especially natural gas to heat water and buildings, and from gasoline, which is burned in the majority of vehicles in San Mateo County. It has become clear that, in order to meet State greenhouse gas reduction goals, vehicles and existing buildings need to transition to cleaner sources of energy.

 

DISCUSSION:

PCE released a Community Pilot Grant solicitation for up to $75,000 on June 21, 2018. The County of San Mateo Office of Sustainability responded with three proposals for PCE’s consideration. One proposal was awarded in that grant solicitation: development of tools to support municipal fleet transition to electric vehicles. The resulting contract includes: development of a fleet-transition-to-EV toolkit for San Mateo County municipalities, working with four cities to plan their fleet transition, implementation of green fleet strategies for the County fleet, and a final report. The contract is for a total of $75,000.

 

After the grant solicitation, PCE and the Office of Sustainability identified an additional scope of work, which resulted in a second contract. This second contract includes: (1) supporting PCE’s development of building electrification and electric vehicle charging infrastructure reach codes; (2) conducting outreach to San Mateo County cities to establish a list of climate action planning measures to be added to an existing set of Regionally Integrated Climate Action Planning Suite (RICAPS) tools; and (3) other potential tasks to be mutually determined. This contract is for a total of $90,000.

 

The two contracts described above are provided as attachments to this staff report.

 

County Counsel reviewed and approved the agreements and resolution as to form.

 

SHARED VISION 2025:

Approval of this ATR for the scope of work in the PCE grant contracts contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by contributing to reducing greenhouse gas emissions from buildings and vehicles in San Mateo County.

 

FISCAL IMPACT:

Approval of the Appropriation Transfer Request will appropriate funds in the amount of $165,000 from Peninsula Clean Energy to the Office of Sustainability. There is no increase in Net County Cost associated with this action.
