BACKGROUND:

In 2007, the County of San Mateo was awarded federal grant funding from the United States Department of Homeland Security through the State of California Office of Emergency Services to establish a records management system connectivity between Bay Area law enforcement and justice agencies.  On July 2009, your Board approved the purchase of COPLINK from Knowledge Computer Corporation, who was acquired by IBM Corporation and now Forensic Logic.  COPLINK is a software platform that unifies law enforcement data spread across multiple agencies and source databases and then provides powerful search and analysis capabilities on the aggregated pool of information.

 

The Northern California Regional Intelligence Center (NCRIC) hosts, manages and maintains the COPLINK deployment that serves the law enforcement agencies in seven Bay Area counties including San Mateo, Marin, Napa, Sonoma, Alameda and Contra Costa. Information from neighboring jurisdictions, that would otherwise be inaccessible, can be uncovered in an investigation to help identify criminals, solve cases, make arrests, and enhance charges. Every year, millions of records are made available in hundreds of thousands of searches by over a thousand local law enforcement officers and analysts. In addition, COPLINK connects to similar platforms across California, providing connectivity and partnership with the South Bay, Los Angeles, San Diego, Sacramento, as well as nationwide through the Federal Bureau of Investigation’s NDex system. 

 

On August 28, 2018 the County Purchasing Agent issued purchase order P1900455 for COPLINK software, licenses, maintenance and support from Forensic Logic for the Northern California Regional Intelligence Center for a term commencing July 1, 2018 to December 31, 2018 in an amount of $62,851.

 

DISCUSSION:

Forensic Logic is the sole source provider for all components of COPLINK products and services.  All COPLINK products and services are developed, enhanced and maintained by Forensic Logic, including any upgrades, captive replacement parts, components, maintenance services and warranties.  No third party vendor, developer or other entity is authorized to develop new product features, provide services or provide maintenance and support.  Therefore, to continue to host, manage and maintain the COPLINK system, the Sheriff is requesting this Board to authorize the County Purchasing Agent to amend purchase order P1900455 to extend COPLINK software, licenses, maintenance and support from Forensic Logic for a term commencing July 1, 2018 to June 30, 2019 in an amount not to exceed $125,701.

 

County Counsel has reviewed and approved the resolution as to form.

 

The documents have been approved by Information Services Department (ISD).

 

Approval of this request contributes to the Shared Vision 2025 outcome of a Collaborative Community as the NCRIC is a collaborative regional public safety undertaking, which leads to safer communities by improving cooperation and information sharing between agencies.

FISCAL IMPACT:

All costs associated with the NCRIC operation, including this purchase, are 100% reimbursable from federal and state funds.  There will be no Net County costs incurred.
