BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.  

 

DISCUSSION:

On November 7, 2017, the Board of Supervisors approved a resolution authorizing a one-time grant of district-specific Measure K funds, not to exceed $16,290, to the League of Women Voters (LWV) for the New Voices for Youth after-school program to pay for program staff and related equipment to train youth to be leaders through use of media and storytelling.

New Voices for Youth, an after-school program overseen by the League of Women Voters, gives youth in underserved communities the chance to discuss, analyze and research the social issues that touch them in their communities. Students work with experienced instructors to learn the skills needed to create personal profile pieces and short video projects.

Building upon the success of the 2017 New Voices for Youth program, this request will continue to train youth to be leaders through use of media and storytelling with the goal of having 65 youth participate in the program. It promotes civic engagement in underserved youth by teaching them how to make documentary videos. The $20,000 requested in district-discretionary Measure K funds will be used to pay for program staff and related equipment to train youth to be leaders through use of media. The County Manager’s Office will administer and manage the proposed agreement.

The funds will support classes in North Fair Oaks and East Palo Alto, as well as equipment to create and produce the resulting media. The classes teach public speaking, technical skills, story boarding, prioritizing, working together, and leadership.

Funds will be used to pay program staff in the Winter, Spring, Summer and Fall semester classes, from February 2019 to December 2019, at both Siena Youth Center in North Fair Oaks and Boys and Girls Club in East Palo Alto. The funds will also be used to purchase equipment to enhance the classroom experience, to provide a video workshop at the OYE Conference, and for a film festival to highlight the work produced. LWV proposes to use the grant funds as described below:

Siena Youth Center in North Fair Oaks - $7,350

                     250 total classroom hours, provided by an instructor at $27/hour = $6,750

                     40 total classroom hours, provided by a student assistant at $15/hour = $600

 

                     Boys & Girls Club in East Palo Alto - $6,150

                     222 total classroom hours, provided by an instructor at $25/hour = $5,550

                     40 total classroom hours, provided by a student assistant at $15/hour = $600  

Total instruction and preparation cost = $13,500

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2018-19 and FY 2019-20 for the purposes stated herein. County Counsel has reviewed and approved the agreement and resolution as to form.

Funding for the New Voices 4 Youth program contributes to the San Mateo County Board of Supervisors Shared Vision 2025 outcome of a Prosperous Community. The program builds community by engaging youth and providing them with leadership skills.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-2019 Adopted Budget.
