RECOMMENDATION:

title

Adopt a resolution authorizing an agreement with Community Alliance with Family Farmers to implement Network Management Services for the San Mateo County Food System Alliance for the term January 1, 2019 through June 30, 2021, in an amount not to exceed $375,000.

BACKGROUND:

Since its formation in November 2006 as the first Food System Alliance (Alliance) in California, the San Mateo County Food System Alliance (SMFSA) has been working to bring together stakeholders, partners, and all the parts of the local food system into a cohesive group capable of creating an ever healthier and more vibrant local food economy.

The SMFSA relies on local perspectives, ranging from coastside farmers and fishermen to bayside community service workers struggling against poverty and obesity. SMFSA is also the first Alliance in California to seat both the County’s Agricultural Commissioner and its Public Health Officer, creating a unique opportunity to link local food production to healthy citizens and improve food system coordination.

DISCUSSION:

On July 9, 2018, Public Health, Policy and Planning released a Request for Proposal (RFP) for a contractor to provide Network Manager Services to manage the SMFSA. Since the RFP resulted in only one qualified contractor responding, the RFP review committee selected Community Alliance for Family Farmers (CAFF) to provide this service to the County.

County Health and County Office of Sustainability (OOS) are committed to creating a sustainable food system that ensures a vibrant agricultural community and that all residents have access to healthy food choices. CAFF has the technical expertise to manage the SMFSA to convene members and support efforts to work collaboratively to create an equitable and sustainable food system.

The Resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and Resolution have been reviewed and approved by County Counsel as to form.

This agreement is going to your Board late due to a prolonged internal/external review and approval process.

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by supporting the development of an equitable and sustainable food system for County residents through the management of the SMFSA. It is anticipated that the SMFSA, through CAFF’s Network Management, will bring together partners and stakeholders from across the food system by having 12 members regularly attending the SMFSA meetings to support healthy access for all County residents, from producers to consumers.

FISCAL IMPACT:

The term of the agreement is January 1, 2019 through June 30, 2021. The amount is not to exceed $375,000 for the 30-month term of the agreement, of which $225,000 will be funded by OOS and $150,000 by Health Policy and Planning. The agreement cost of $125,000 is included in the PHPP 2018-19 Adopted Budget. Similar arrangements will be made in future budget years. OOS’ portion of the total amount ($225,000) will be sourced from its AB939 Fund Account, which is funded by a local fee levied on all waste disposed of at landfills within San Mateo County. The remaining $150,000 is funded by Net County Cost.
