Adopt a resolution authorizing an amendment to the agreement with Family Service Agency of San Francisco for outpatient mental health services, and aftercare services, increasing the amount by $153,333, to an amount not to exceed $2,802,358, with no change to the original term of the agreement.

BACKGROUND:
On August 8, 2017, your Board approved an agreement with Family Service Agency of San Francisco (FSA-SF) for outpatient mental health services. Under the San Mateo County Mental Health Services Act (MHSA) and Prevention and Early Intervention (PEI) Plan, FSA-SF works to prevent early psychosis through the Prevention and Recovery for Early Psychosis (PREP) program. PREP is a unique approach that aligns with the MHSA requirements for funding early intervention for clients with a first episode of psychosis. Under Measure K funding, FSA-SF provides an early intervention program for the treatment of bipolar spectrum disorders through the Bipolar Disorder Early Assessment and Management (BEAM). PREP and BEAM are the only local programs of their kind, successfully incorporating elements deemed essential by BHRS: public education, outreach and engagement, a rigorous diagnostic process, cognitive behavioral therapy for Early Psychosis, algorithm-guided medication management, multifamily psycho-education groups, computer-based cognitive rehabilitation, education and employment support for clients, co-occurring treatment, and case management.
