BACKGROUND:
On December 1, 1981, your Board approved the first agreement with the California Department of Food and Agriculture (CDFA) to initiate the Pest Detection Trapping Program. The agreement has been renewed each year. The statewide insect pest detection trapping program protects the agricultural industry, home gardens, and the environment by providing early detection of exotic pests that may be introduced into California. The Board approved the most recent agreement #18-0201 on November 06, 2018 (Resolution No. 076248).
DISCUSSION:
CDFA has amended the State agreement for the Pest Detection Trapping Program to include reimbursement for additional trap placement and inspection services related to Asian Citrus Psyllid (ACP). The County will receive an additional $71,647 under the amended agreement #18-0201-1. The CDFA sent this agreement amendment to the Agricultural Commissioner on December 17, 2018.
In October and November 2015, adult ACP were found on traps in citrus trees on residential properties in Daly City and Pacifica. This marked the first ACP detected in San Mateo County. ACP is the only insect that can carry and spread Huanglongbing, a disease that is fatal to all citrus and for which there is no cure. This amendment will reimburse the Department for 550 ACP winter traps to be placed and inspected from July 1, 2018 through May 31, 2019.
The Agriculture/Weights and Measures Department also requests your Board give authority to the County Agricultural Commissioner/Sealer to execute additional amendments to this agreement with CDFA which modify the State’s maximum reimbursement obligation by no more than $25,000 (in aggregate) and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provision and, provided no such amended agreement would require the expenditure or commitment of County funds. CDFA will accept the Agricultural Commissioner/Sealer’s approval and signature on agreement amendments providing the Department submits a resolution that outlines the Agricultural Commissioner/Sealer’s authority to sign amended documents. The agreement and resolution have been reviewed and approved by County Counsel as to form.
This agreement contributes to the Shared Vision 2025 outcome of Environmentally Conscious Community by reimbursing the County for pest detection activities that protect the agricultural industry and the environment from harmful exotic pests that may be introduced into California. CDFA periodically places insect specimens in County pest detection traps for training purposes and to test the identification abilities of Pest Detection Specialists. It is anticipated that staff will be able to recover 95 percent of the specimens planted by CDFA during FY 2018-19. The projected target represents an estimate that staff will recover 35 out of 37 quality control specimens.

FISCAL IMPACT:
The term of this amended agreement is July 1, 2018 through June 30, 2019. The revenue authorized by the original agreement and this amendment was included in the Department’s FY 2018-19 Adopted Budget. The revised total agreement amount is $681,217 which constitutes intergovernmental revenue for services provided by the County. There is no Net County Cost associated with this agreement.
