Adopt a resolution authorizing a second amendment to the agreement with the City of San Mateo for juvenile diversion case management services, increasing the amount by $85,263 for a new not to exceed amount of $330,263 and extending the term through June 30, 2019.

BACKGROUND:
On November 1, 2016, the County entered into an agreement with the City of San Mateo to provide juvenile diversion case management services for the term July 1, 2015 through June 30, 2017 in an amount not to exceed $150,000. The County amended the agreement to increase the amount of the agreement by $95,000 to a new not to exceed amount of $245,000 and extend the term through June 30, 2018. The County now wishes to amend the agreement for a second time to increase the amount of the agreement by $85,263 to a new not to exceed amount of $330,263 and extend the term through June 30, 2019.
DISCUSSION:
The San Mateo Police Department (SMPD) has a Memorandum of Understanding with the Youth Services Bureau of the YMCA to provide staff and case management services for individual and/or family counseling to youth arrested for minor offenses, referred by SMPD as eligible for mandated diversion counseling program services. The YMCA case manager uses the Child and Adolescent Needs and Strengths (CANS) Assessment to identify risk factors of the youth and their family so they can be referred to necessary resources within the county. The program has been a success and the County would like to continue to provide the services through SMPD.
