BACKGROUND:
The Bronzan-McCorquodale Act (“the Act”) is a state statute intended to organize and finance community mental health services for persons with mental health disorders in every county through locally administered and locally controlled community mental health programs. CA Welfare & Institutions Code section 5600, et seq. The Act provides in part, that “local mental health services shall be administered by a local director of mental health services to be appointed by the governing board.” Id. at section 5607. The California Department of Health Care Services (DHCS) is the state agency responsible for ensuring compliance with the Act.
DISCUSSION:
Louise Rogers, as Chief of San Mateo County Health, conducted a thorough and comprehensive nationwide search for a highly qualified candidate to serve as the new Behavioral Health and Recovery Services (BHRS) Director. As a result of that search, and by the authority delegated to her pursuant to San Mateo County Ordinance 2.00.060, Ms. Rogers selected Scott Gilman for appointment as the new Director of BHRS.
For the last 12 years, Mr. Gilman served as the chief executive officer of behavioral health organizations that encompass many of the same responsibilities as BHRS and work with similar partners. Mr. Gilman’s early career included working as a social worker in state hospitals, returning mentally-ill individuals to the community, as well as developing assertive community treatment and clubhouse models. Later, Mr. Gilman managed a substance-abuse treatment and prevention continuum of care for adults and adolescents. Mr. Gilman also has experience developing and managing behavioral health services within primary care. Finally, Mr. Gilman has worked extensively with legislators on policy reforms and has experience working within the technical Medicaid waiver and health plan managed care arena that is critical to much of what County Health does in San Mateo County.
In accordance with the requirement of the Act set forth above, the subject resolution approves the appointment of Mr. Gilman as the Local Director of Mental Health Services effective February 1, 2019, and will be submitted to DHCS.
