BACKGROUND:
The existing water tank at San Mateo Medical Center (SMMC) is located on a sloping hillside adjacent to the SMMC campus parking lot. The water tank was constructed in 1938, before the State adopted comprehensive seismic codes and before the Office of Statewide Health Planning and Development (OSHPD) assumed jurisdiction over acute care hospitals. The tank has deteriorated significantly over the past seven decades.

DISCUSSION:
The Department of Public Works (DPW) plans to construct a new replacement tank in the southwestern corner of the SMMC parking lot behind the existing tank, which would remain fully operational during construction of the new tank. Upon completion of the new tank, the existing tank would be demolished. The new water tank would be constructed in compliance with current seismic building standards and would comply with the OSHPD Emergency Water Supply requirements for hospitals for 2030, which require hospitals to have an on-site water supply sufficient to continuously operate essential acute-care general hospital buildings on the campus for 72 hours in the event of an emergency.

The Department issued a formal call for bids on September 10, 2018. Due to the complexity of the project and the current construction climate, qualified contractors showed little interest in bidding the project.
