BACKGROUND:

Your Board has adopted similar resolutions designating parking restrictions.

 

Section 22507 et al. of the California Vehicle Code and Section 7.30.010 of the County of San Mateo’s Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance.

 

On August 4, 2009, your Board adopted Resolutions No. 070331 and No. 070332 to specify parking restrictions and regulations for ‘No Parking’ zones on Northside Avenue in the North Fair Oaks unincorporated area of the County.

 

The Department of Public Works (Department) received a request from the Sheriff’s Department to extend the ‘No Parking’ zone on Northside Avenue in the unincorporated area of Redwood City at the corner of Northside Avenue and Hampshire Avenue an additional 55’ feet, more or less.

 

While it is not legal to park in a manner that blocks traffic, due to the lack of parking spaces in this neighborhood, some vehicles park in a manner that blocks the flow of traffic and impedes the safe movement of large vehicles, including emergency services.

 

DISCUSSION:

The Department has evaluated the request from the Sheriff’s Department and determined that the proposed parking restriction will benefit the community. The Department recommends extending the existing ‘No Parking’ zones specified in Resolutions No. 070331 and No. 070332 an additional 55 feet to the easterly edge of the intersection of Hampshire Avenue to support the flow of traffic and for ease of enforcement.

 

Property owners on adjacent blocks, extending a minimum of 300 feet from the proposed parking zone locations, were notified of the date and time of your Board’s meeting when these items will be considered. The majority of comments received to date are in support of extending the existing ‘No Parking” zone and are summarized in Attachment “A”.

 

The location of parking zones and other traffic restrictions on County-maintained streets are currently shown on maps in the Department of Public Works and will be made available in list form on maps on the Department’s website. The master list will be updated to reflect the recommended changes, if your Board approves the proposed resolution.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and schools to help shape the neighborhood traffic controls in a way that best fits their collective needs.

 

FISCAL IMPACT:

The cost of installing signs and painting parking zone markings varies, but averages approximately $550 per parking zone to be financed with Road Funds. Funding for signage is included in FY 2018-19 Adopted Budget.  There is no impact to the General Fund.
