BACKGROUND:
Your Board has adopted similar resolutions designating parking restrictions.

Section 22507 et al. of the California Vehicle Code and Section 7.30.010 of the County of San Mateo's Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance.

On August 4, 2009, your Board adopted Resolutions No. 070331 and No. 070332 to specify parking restrictions and regulations for 'No Parking' zones on Northside Avenue in the North Fair Oaks unincorporated area of the County.

The Department of Public Works (Department) received a request from the Sheriff's Department to extend the 'No Parking' zone on Northside Avenue in the unincorporated area of Redwood City at the corner of Northside Avenue and Hampshire Avenue an additional 55' feet, more or less.

While it is not legal to park in a manner that blocks traffic, due to the lack of parking spaces in this neighborhood, some vehicles park in a manner that blocks the flow of traffic and impedes the safe movement of large vehicles, including emergency services.

DISCUSSION:
The Department has evaluated the request from the Sheriff's Department and determined that the proposed parking restriction will benefit the community. The Department recommends extending the existing 'No Parking' zones specified in Resolutions No. 070331 and No. 070332 an additional 55 feet to the easterly edge of the intersection of Hampshire Avenue to support the flow of traffic and for ease of enforcem...
