Measure K: Adopt a resolution authorizing an amendment to the agreement with Samaritan House for homeless shelter services, increasing the total obligation amount by $187,250 for a new total obligation not to exceed $1,988,230, with the term remaining July 1, 2017 through June 30, 2020.

BACKGROUND:
On June 27, 2017 the County entered into an agreement, by resolution number 075291, with Samaritan House for the term of July 1, 2017 through June 30, 2020 and a total obligation of $1,800,980. Safe Harbor is located in South San Francisco and is a 90-bed shelter that provides emergency and transitional, shelter program services for homeless adult individuals.
Safe Harbor shelter previously received $107,000 per year in U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) funding. However, due to changing HUD funding priorities, Safe Harbor lost that funding source as of October 2018.
DISCUSSION:
This amendment adds funding in the amount of $80,250 for FY 2018-19 and $107,000 for FY 2019-20. This funding will allow Samaritan House to continue to operate the Safe Harbor emergency and transitional shelter, maintain a safe and healthy facility, and provide housing-focused case management services to all clients at a level consistent to that prior to a loss of HUD funding. This amendment adds funding to replace the loss of HUD funding to maintain capacity and services.
The resolution contains the County's standard provisions allowing amendments of the County's fiscal obligations by a maximum of $25,000 (in aggregate).
