BACKGROUND:

Contract security guard services have been used by San Mateo County at various locations since 1993. These services are currently utilized at the Hall of Justice, Courts, Coyote Point Marina, San Carlos Airport, Youth Services Center, Human Services Agency, Behavioral Health and Recovery Services, and the San Mateo Medical Center. Security guards screen incoming visitors for weapons; provide protection for County employees, clients and customers, jury members and the public; protect property; respond to emergencies in cooperation with first responder fire, law enforcement, or paramedic agencies; and through their presence, provide a deterrent to threats or acts of violence.

 

The existing contract for security guard services will expire on January 31, 2019.  San Mateo County has the option of extending the contract for two additional years.

 

DISCUSSION:

In August 2015, a Request for Proposals was issued for security guard services.  Of the 15 proposals received, Universal Protection Services, was selected as the best qualified firm to provide security services for the County.  On January 26, 2016, the County and Universal Protection Services entered into an agreement for the performance of agreed upon countywide security services for the term of February 1, 2016 through January 31, 2019 in an amount not to exceed $14,108,910, with the option to extend for two years through January 31, 2021.

 

A two-year extension of the existing contract, at a not to exceed cost of $12,97,286 which includes incremental wage rate increases and a two percent contingency factor which will be available to cover any unanticipated increase in services to specific locations, will help bring stabilization to security officer turnover, strengthen an already strong working relationship between the County and Universal Protection Services, and maintain the familiarity and knowledge Universal Protection Services has of San Mateo County.

 

The proposed contract extension with Universal Protection Services will be for a two-year term commencing February 1, 2019 through June 30, 2021.  A Request for Proposals will be issued for services beginning July 1, 2021.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by ensuring the safety and protection of employees and visitors doing business at County facilities.

FISCAL IMPACT:

The two-year agreement is for an amount not to exceed $12,977,286 and includes a two percent contingency which shall only be utilized at the County’s discretion. Utilization of these services by site and associated cost is outlined in Exhibit B-2. Funding for security services is contained within each agency’s respective budgets.
