Adopt a resolution authorizing an agreement with SCRAM of California, Inc., to provide electronic monitoring services to juvenile and adult probationers, for the term of January 21, 2019, through January 20, 2022, in a total amount not to exceed $345,000.

BACKGROUND:
Electronic monitoring has been proven to be an effective alternative to detention for individuals in the criminal justice system. In December 2018, the Probation Department completed a Request for Proposals (RFP) process and has selected SCRAM of California, Inc. as the vendor to provide the necessary electronic monitoring services to adult and juvenile probationers.
The Department estimates 175 to 200 juvenile participants and 25 to 45 adult participants will go through the program per year, with approximately 20 to 45 juveniles and 8 to 15 adults participating at any one time. On average, probationers participate in the program between 30 to 180 days. The Department has provided these services, as an alternative to detention, for juveniles who can be supervised out of custody where they are able to continue to attend school and work and remain in their homes and communities. Additionally, the Department has provided electronic monitoring services to participants enrolled in the Bridges Program, an intensive outpatient day treatment program for adult offenders with substance abuse problems.
DISCUSSION:
