BACKGROUND:

Electronic monitoring has been proven to be an effective alternative to detention for individuals in the criminal justice system. In December 2018, the Probation Department completed a Request for Proposals (RFP) process and has selected SCRAM of California, Inc. as the vendor to provide the necessary electronic monitoring services to adult and juvenile probationers.   

The Department estimates 175 to 200 juvenile participants and 25 to 45 adult participants will go through the program per year, with approximately 20 to 45 juveniles and 8 to 15 adults participating at any one time. On average, probationers participate in the program between 30 to 180 days. The Department has provided these services, as an alternative to detention, for juveniles who can be supervised out of custody where they are able to continue to attend school and work and remain in their homes and communities. Additionally, the Department has provided electronic monitoring services to participants enrolled in the Bridges Program, an intensive outpatient day treatment program for adult offenders with substance abuse problems.

DISCUSSION:

Through this agreement, SCRAM of California, Inc. will provide electronic monitoring and/or continuous alcohol monitoring services to both juvenile and adult probationers. SCRAM of California, Inc. will support the department via onsite and web-based trainings, installation and maintenance of equipment, file and client management, and data reporting.

County Counsel has reviewed and approved Resolution and Agreement as to form.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of Safe Neighborhoods by providing offenders with alternatives to detention designed to reduce recidivism.

FISCAL IMPACT:

The term of this agreement is from January 21, 2019 through January 20, 2022. The total funding is $345,000 ($115,000 per Fiscal Year), funded 100% with Net County Costs. Funds have been included in the FY 2018-19 Adopted Budget and will be included in the FY 2019-20 and FY 2020-21 Recommended Budgets.
