BACKGROUND:

On August 7, 2018, by Resolution 076067, the County entered into an agreement with the Central Labor Council Partnership (“CLCP”) in the amount of $463,500 for the term of September 1, 2018 through August 31, 2019, to provide comprehensive workforce development and employment support services for current and former foster youth ages 14 to 25. The supportive services focus on career exploration; individual employment and/or vocational planning; job skills development through on-the-job training, facilitated workshops, or direct coaching; job and/or internship placement; and vocational advocacy and coordination.

 

Due to unforeseen circumstances, the Human Services Agency (HSA) had to terminate its existing contract for Independent Living Skills services, resulting in an urgent need to secure a provider that could provide services until program needs can be evaluated and a Request for Proposals conducted to secure a new provider.

 

The Independent Living Program (ILP), authorized by the Foster Care Independence Act of 1999 (Public Law 106-169), provides training, services, and benefits to assist current and former foster youth in achieving self-sufficiency prior to and after leaving the foster care system

 

DISCUSSION:

To ensure Independent Living Skills Program Services (ILP) are being provided to current and former foster youth ages 14 to 21, HSA selected CLCP to temporarily provide ILP services, because of their experience in providing similar services to foster youth.

 

This amendment expands CLCP’s employment supportive services to include ILP services and increases funding to their contract to support services through the term of the agreement.  CLCP’s current agreement ends August 31, 2019 which will allow HSA time to evaluate ILP program services and conduct an RFP to identify a new provider. CLCP will assist current and former foster youth, ages 14 to 21, with identifying and achieving long term career goals that will increase their employability, wages, and promote self-sufficiency through workshops and individualized case management. The core services provided will be based on the youth’s individual needs as described in their Transitional Independent Living Plan (TILP) and are designed to assist youth with education, career development, financial budgeting skills, health, safety, housing, and permanency.

 

HSA is requesting that the Board waive the RFP requirement for this amendment due to the emergent need to provide ILP services to San Mateo County foster youth.

 

County Counsel has reviewed and approved the amended agreement and resolution as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 in aggregate.

 

This agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing employment services to the County’s current and former foster youth that will allow them to enhance their employability leading to an increase in job opportunities, sustained employment, and self-sufficiency. It is anticipated that 50 youth will receive employment support services under this agreement and that 50% of youth engaged will exit into employment or into an internship/on-the-job training program in an emergent field or industry related to their long-term career goal. It is also anticipated that 40 youth will receive ILP services under this agreement and that for FY 2018-19, 90% of youth engaged will be on track to, or will obtain their high school diploma/GED, college placement and/or vocational training status. This measure is anticipated to increase to 92% for FY 2019-20.

FISCAL IMPACT:

This amendment adds funding in the amount of $160,000 for a new total obligation not to exceed $623,500 with no change to the term. Of the amended amount, $80,000 is federally funded and $80,000 is funded through State Realignment. Funds for this agreement have been included in the FY 2018-19 Adopted Budget and will be included in the FY 2019-20 Recommended Budget. There is no change in rate to provide these services.
