Adopt a resolution authorizing an amendment to the agreement with the Central Labor Council Partnership to expand its services to provide Independent Living Skills Program Services, increasing the funding by $160,000 for a new obligation amount not to exceed $623,500, and the term remains September 1, 2018 through August 31, 2019.

BACKGROUND:
On August 7, 2018, by Resolution 076067, the County entered into an agreement with the Central Labor Council Partnership ("CLCP") in the amount of $463,500 for the term of September 1, 2018 through August 31, 2019, to provide comprehensive workforce development and employment support services for current and former foster youth ages 14 to 25. The supportive services focus on career exploration; individual employment and/or vocational planning; job skills development through on-the-job training, facilitated workshops, or direct coaching; job and/or internship placement; and vocational advocacy and coordination.
Due to unforeseen circumstances, the Human Services Agency (HSA) had to terminate its existing contract for Independent Living Skills services, resulting in an urgent need to secure a provider that could provide services until program needs can be evaluated and a Request for Proposals conducted to secure a new provider.
The Independent Living Program (ILP), authorized by the Foster Care Independence Act of 1999 (Public Law 106-169), provides training, services, and benefits to assist current and former foster youth in achieving self-sufficiency prior to and after leaving the foster care system
