BACKGROUND:
In February 2017, Assessor-County Clerk-Recorder-Elections (ACRE) released a Request for Proposals (RFP) ACRE 2017-0001 (Assessor Property Assessment System). The APAS project is a business-driven effort to replace the legacy system, modernize the tools, improve workflows, and streamline internal/external interfaces to the ACRE systems in order to meet the needs of ACRE constituents and stakeholders to maintain the statutory and constitutional obligations of San Mateo County. This project replaces the existing legacy system and transforms the business processes of ACRE.

DISCUSSION:
On December 11, 2018, the County of San Mateo Board of Supervisors executed Resolution 076320, entering into an agreement with Sapient Corporation to design, develop, implement, and maintain APAS utilizing Salesforce.com, Inc's platform technology. The Salesforce.com, Inc. platform is a fundamental element required for the development of the APAS solution. Therefore, licensing Salesforce.com, Inc's technology is a necessary component of APAS.
