Adopt a resolution authorizing an agreement with Grace Hassid, MD to provide infection control services, for the term April 1, 2019 through March 31, 2020, in an amount not to exceed $150,000.

BACKGROUND:
In April 2013, Dr. Grace Hassid assumed the role of Medical Director for Infection Control at San Mateo Medical Center (SMMC). Infection control addresses factors related to the spread of infections within healthcare settings, including prevention, monitoring/investigation of demonstrated or suspended spread of infection within a particular healthcare setting, and management.
DISCUSSION:
Dr. Hassid will continue to provide infection prevention and control at SMMC for twenty hours per week, in conjunction with the SMMC Manager of Infection Control.
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.
The agreement and Resolution have been reviewed and approved by County Counsel as to form.
The Resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by striving to provide an infection-free environment for SMMC patients and staff. It is anticipated that 100% of services provided at SMMC will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California Code of Regulations.

FISCAL IMPACT:
The term of the agreement is April 1, 2019 through March 31, 2020. The amount of the agreement is not to exceed $150,000 for the one-year term. Funds in the amount of $37,500 are included in the SMMC FY 2018-19 Adopted Budget. Funds in the amount of $112,500 will be included in the SMMC FY 2019-20 Recommended Budget.
The payment provisions are 11% higher than the previous agreement due to an 11% increase in the current (2018) market rate for this service as per the Medical Management Group Association.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
