BACKGROUND:

Within 30 days of an election the Chief Elections Officer is required to inspect, process, and count all ballots cast during an election and prepare a certified statement of the result.  Upon acceptance of this statement, Section 15400 of the Elections Code directs the governing body of the jurisdiction to declare elected or nominated to each office voted on at the election the persons having the highest number of votes for each office.

DISCUSSION:

On November 6, 2018, the Chief Elections Officer conducted a Statewide General Election.  The official canvass and Statement of the Vote was completed and certified by the Chief Elections Officer and is available at the Registration & Elections Division.  An electronic copy of the Statement of the Vote is also published on the Registration & Elections Division website, www.smcacre.org. A copy has also been submitted to this Board as required by state law.

In the proposed Resolution, persons will be declared elected to the following offices:  one Governing Board Member of the County Board of Education Trustee Area 1; one Governing Board Member of the San Mateo County Community College District Trustee Area 4; and 10 Superior Court Judges.  In addition, there are appointments in lieu of holding elections for the County Board of Education Trustee Area 2 and Trustee Area 3, the San Mateo County Community College District Trustee Area 2, the Midcoast Community Council, and the Pescadero Municipal Advisory Council.

County Counsel has reviewed and approved the resolution as to form.

Approval of the proposed resolution contributes to the Shared Vision 2025 of a Collaborative Community, as the election promoted civic engagement and interest in local cities and districts which often have a significant impact on the day-to-day lives of citizens.  Change at the local level begins with candidates and voters, requiring participation and collaboration to yield successful election outcomes that inform leadership within the communities that comprise San Mateo County.
