BACKGROUND:

The Memorial Park Water Line Replacement Project aims to upgrade three segments of the aging Memorial Park water distribution system: Mainline, Wurr Road Pipeline, and Huckleberry Flat Pipeline.  The first phase to be implemented, Huckleberry Flat Pipeline Segment (“Project”), will replace 1,200 linear feet of the water distribution system with Cured In Place Pipe.  Once completed, the Project will improve water security and reduce the chance of catastrophic leaks in the Memorial Park water system.  The Project will also ensure that a reliable supply of potable water is delivered to the Huckleberry Flat group day use area, Homestead Flat youth group camp ground, the Loma Mar fire station, Department corps yard, and a Department-owned ranger residence. 

 

The Project also provides considerable environmental benefits.  It will allow the Department to better conserve water by minimizing water leaks and protect stream flows in Pescadero Creek, especially during the summer months when stream flows are at its lowest levels.  These efforts will assist in protecting habitat for the native steelhead trout and coho salmon. 

 

Furthermore, Memorial Park will be celebrating its 100th Anniversary in 2024.  In preparation for this celebration, the Department is undertaking several infrastructure improvement projects to enhance the condition of the park.  One of these undertakings is the upgrading of the water distribution system.

 

In order to complete the Project in the most efficient and effective manner possible, the Department is partnering with the San Mateo Resource Conservation District (“RCD”) for project management services.  The RCD is a non-regulatory, public agency that provides private and public land owners, land managers, and agencies with technical support on restoration projects that help protect, conserve, and restore natural resources.

 

DISCUSSION:

The RCD and Department have identified the Huckleberry Flat Pipeline Segment as the highest priority due to its deteriorating condition and potential to cause significant leaks in the Memorial Park water system. In order to replace the failing line, the RCD and Department worked together to develop project designs, specifications, and cost estimates. The RCD and Department have also developed and agreed upon a defined scope of work for the Project, which includes construction oversight, monitoring, reporting, project implementation, contractor hiring, and pre-construction surveying.  Moreover, pursuant to the terms of the agreement, RCD will be responsible for advertising, awarding, and administering the contracts necessary to implement the Project. 

 

To supplement Department funds, RCD secured $272,500 in Proposition 84 funds from the California Department of Water Resources.  The RCD has appropriated the funds to the Project. Due to this grant funding, the Department’s contribution to the Project has been reduced to $350,000.

 

RCD plans to release a Request for Proposals in mid-December and start work during favorable weather conditions in early 2019. The Project is anticipated to take between two and three weeks to complete.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of Collaborative Community as the Department is partnering with the RCD to protect and conserve the County’s natural resources.

 

Fiscal Impact:

The total not-to-exceed amount of the agreement for the Huckleberry Flat Pipeline Segment of the Memorial Park Water Line Replacement Project is $622,500. The County’s not-to-exceed portion of the Agreement is $350,000, and RCD’s portion is $272,500. Sufficient appropriations for the Project are included in the Parks Department’s FY 2018-19 Adopted Budget. Funding from Non-Departmental Services will cover the County’s commitment. RCD secured grant funding from the DWR (i.e., Proposition 84) to cover its commitment under the Agreement.
