BACKGROUND:

On December 12, 2018, your Board approved an agreement with Peninsula Conflict Resolution Center (PCRC) to be the lead and fiscal agency for the community-based partnership to provide alcohol and other drug (AOD) prevention services and provide community capacity building, community education and awareness, asset building strategies for youth and families, environmental prevention efforts in the central Community Service Area (CSA), and Parent Project classes.

 

DISCUSSION:

PCRC will continue to be the lead and fiscal agency for the community-based partnership by providing AOD related prevention services in the central CSA and continuing to reduce access to and availability of alcohol and other drugs to youth.

 

In addition, PCRC shall facilitate four twelve-week community-led Parent Project classes where parents learn skills and receive information about resources and other supports available in their communities. Lastly, the contractor shall designate one staff member as co-chair of the Pacific Islander Initiative to assist and coordinate Pacific Islander efforts and participate in Behavioral Health and Recovery Services’ cultural competence efforts.

 

This agreement and resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late due to prolonged contract negotiations and is on the Continuing Resolution.

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services such as Community Capacity Building through AOD prevention activities. It is anticipated that 90% of training participants will report an increased understanding of the health impacts of alcohol, tobacco, and other drugs.

FISCAL IMPACT:

The term of the agreement is July 1, 2017 through June 30, 2020. The amount of the amended agreement is not to exceed $581,270. The amendment increases the contract maximum by $356,030. For FY 2018-19, the increase is $189,515 and is included in the BHRS FY 2018-19 Adopted Budget. Of that amount, the Substance Abuse and Prevention Treatment Block Grant will fund $123,275, Measure K will fund $48,240, and the Mental Health Services Act will fund $18,000. The payment provisions and levels of service remain essentially the same as those of the prior agreement.
