BACKGROUND:

In October 2018, Behavioral Health and Recovery Services (BHRS) released a Request for Letter of Interest from qualified and interested clinical pharmacists for the provision of pharmaceutical services to seriously mentally-ill clients in San Mateo County. Rukhsana Siddiqi was the only individual who responded to the request. Ms. Siddiqi is the current provider of these services and is in good standing with the County.

DISCUSSION:

BHRS needs a pharmacist to provide medication reconciliation for prescriptions of BHRS clients and to coordinate care between BHRS and primary care prescribers, with the goal of optimizing medication regimen and reducing duplication of therapy. In addition, Ms. Siddiqi provides counseling and medication education services to BHRS clients and provides NARCAN medication training to the pharmacy team and clinicians.

 

The Resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and Resolution have been reviewed and approved by County Counsel as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services to support recovery, which in turn contributes to the health and safety of communities throughout the County. It is anticipated that 100% of new psychotropic medications will be reviewed.

FISCAL IMPACT:

The term of the revised agreement is January 1, 2019 through June 30, 2021. The amount of the agreement is not to exceed $262,080. Of that amount, $52,416, will be funded by 1991 Realignment with no Net County Cost and is included in the BHRS FY 2018-19 Adopted Budget. Similar arrangements will be made for future years. The payment provisions and levels of service in this agreement are essentially the same as the prior agreement.
