BACKGROUND:

The Urban Area Security Initiative (USAI) is a Federal Department of Homeland Security grant that provides resources for unique equipment, training, planning, and exercise needs of 33 selected national high threat urban areas. The Bay Area UASI is one of the 33 National Urban areas and one of six identified in California.

 

The City and County of San Francisco has been designated to serve as the Fiscal Agent for UASI funds granted by the Department of Homeland Security (DHS) through the California Office of Emergency Services (Cal OES).

 

As with the FY 2017 UASI goal, FY 2018 UASI grant funding is intended to build and enhance regional capabilities across a larger geographical area. Funding is based on evaluated risk and need. This is accomplished through the submission of regional investment justifications that address specific needs to meet the target capabilities outlined in the National Preparedness Strategy.

 

DISCUSSION:

The agreement with the City and County of San Francisco is to disburse a portion of the FY 2018 regional UASI grant funds to San Mateo County, which will be used towards 1) on-going funding for a Homeland Security Captain; 2) continuing support and maintenance of the Alert Notification System; 3) purchase of supplies and equipment required to address the sheltering needs of the vulnerable population; 4) purchase of breathing apparatus equipment for the Tactical Counter Assault Terrorism Team; 5) plans and procedures for Bay Area Joint Information Systems (JIS) and; 6) purchase of Garmin devices for Search and Rescue team.

 

The resolution has been reviewed and approved as to form by County Counsel.

 

The grant program contributes to the Shared Vision 2025 outcome of a Collaborative Community by ensuring that first responders within the County and the region have the capability to share information and equipment in real time and across borders, and to ensure the public’s safety.

FISCAL IMPACT:

The agreement with the City and County of San Francisco is for an amount not to exceed $967,448, and a term commencing November 1, 2018 through February 28, 2020. There is no Net County Cost.
