BACKGROUND:
In January 2017, the County Manager's Project Development Unit (PDU) was formed to oversee and manage all ground up construction performed by the County of San Mateo. In March of 2017, this Board held a Study Session to consider the recommendations made in the Feasibility Studies and Master Plans that reviewed the County's use of lease space; aging facilities; Office of Statewide Health Planning and Development compliance work; public accessibility; and navigation, parking, environmental standards, and efficiency of employee work spaces. Direction was given to the County Manager and the PDU to move forward with these recommendations. These new approved and on-going capital projects are being managed by the PDU.

DISCUSSION:
On August 28, 2018, an agreement with SCA Environmental, Inc. was approved for destructive hazardous materials sampling services. To date, SCA has been utilized to provide these services for the Animal Shelter and Skylonda Fire Station #58 projects. The Bay Area Air Quality Management District (BAAQMD) has required monitoring for naturally occurring asbestos. Therefore, because the current contract amount is insufficient to cover this required monitoring, the amendment is necessary to cover anticipated costs of the new BAAQMD requirements related to the Animal Shelter and Skylonda Fire Station #58 Projects.
