BACKGROUND:

On November 17, 2015, your Board adopted Resolution No. 074208, which authorized the Agreement with AECOM Technical Services, Inc. (AECOM) for construction management services for the Crystal Springs Dam Bridge (CSDB) Replacement Project (Project) in the amount of $2,230,458. The services to be provided in accordance with the Agreement included: construction project management, construction inspection, bridge construction oversight and coordination, compliance with the plans and specifications, compliance with federal funding requirements, and project construction coordination for the CSDB Replacement Project.

 

On June 6, 2017, your Board adopted Resolution No. 075246, which authorized Amendment No. 1 to the agreement with AECOM to increase the agreement amount by $1,296,775 to $3,527,233 to continue to provide ongoing construction management and inspection services.

 

On March 27, 2018, your Board adopted Resolution No. 075808, which authorized Amendment No. 2 to the agreement with AECOM to increase the agreement amount by $571,749 to $4,098,982 to continue to provide ongoing construction management and project closeout services.

 

DISCUSSION:

Amendment No. 3 extends the term through June 14, 2019 and increases the not-to-exceed amount of the agreement by $219,381. Kiewit Infrastructure West Co. (Kiewit) is the Contractor for the Project and began work on the Project in February 2016. Kiewit had initially estimated the Project would take 28 months to complete. The Project was substantially completed by October 10, 2018 with the construction duration being 33 months.

 

 

Construction of the Project required extensive coordination with the San Francisco Public Utilities Commission (SFPUC), the owner of the dam upon which the bridge was constructed on top of, and PG&E which coordinated their electrical work with Kiewit’s bridge work. As construction progressed additional services were required from AECOM due to unforeseen conditions, work to review and negotiate multiple change orders from Kiewit, and weather required additional services and efforts. AECOM was required to provide additional construction management resources to inspect and manage construction work not originally anticipated due to construction change order work and the duration of AECOM’s efforts have been substantially longer than originally envisioned.

 

This Amendment will allow AECOM to continue to provide construction management services, including the review and negotiation of the outstanding change orders and required Project closeout work.

 

The Department has coordinated with AECOM regarding the requested increase and is recommending that the Amendment be executed to allow for continued construction management, project closeout services, including outstanding change order review and negotiation services. Amendment No. 3 extends the term through June 14, 2019 and increases the not-to- exceed amount of the Agreement by $219,381.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by facilitating a bridge replacement project to provide the public with a seismically sound bridge for recreational users, bicyclists, and motorists.

 

FISCAL IMPACT:

This amendment will increase the current contract amount by $219,381, for a new not-to-exceed amount of $4,318,363. The funding for this amendment will be from the Road Fund, specifically SB1 Funds; however, the Department has also requested additional Federal funds from Caltrans which would reduce the amount of Road Funds required, if approved by Caltrans. Road Funds have been budgeted to finance this Amendment.

 

There is no impact to the General Fund.
