BACKGROUND:

JobTrain offers vocational programs and teaches workforce readiness to inmates in the County’s adult correctional facilities. JobTrain provides Work Readiness, Success Coaching, ServSafe Certification, and Culinary Arts, thereby helping inmates to develop marketable skills and to prepare to enter the workforce upon release. In FY 18-19 JobTrain will expand their curriculum to include a Hospitality Certification and a Construction Readiness Program within the facility to serve inmates who cannot attend JobTrain on work furlough. In addition, JobTrain will increase the number of program hours in Culinary and Work Readiness to serve more inmates.

 

DISCUSSION:

The County has contracted with JobTrain for these services for over 5 years. JobTrain has a unique ability to provide services to inmates by utilizing vocational curricula and training programs that are relevant to today’s workforce at a reasonable cost. Their programs are developed for inmates who must remain in custody and for work furlough inmates who can attend JobTrain’s offsite program in East Menlo Park. Therefore, it is in the best interest of the County to waive the Request for Proposals process and continue to contract with the JobTrain on the basis of being a sole source provider of vocational training programs to the incarcerated population in the County of San Mateo.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, nondiscrimination and equal benefits.

 

The resolution and agreement have been reviewed and approved as to form by County Counsel.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of Safe Neighborhoods by providing vocational and educational programs to inmates in order to promote personal growth and development as well as seek worthy goals upon their release.

FISCAL IMPACT:

The agreement is for a nine-month term commencing September 1, 2018 through June 30, 2019 for an amount not to exceed $171,173.33. There is no Net County Cost associated with this agreement, as it is paid for from AB109 funds.
