BACKGROUND:
The Mirada Road Pedestrian Bridge (Bridge) spans the Arroyo de en Medio Creek (Creek) in Miramar and connects Mirada Road to the north and the Half Moon Bay Coastal Trail to the south. This Bridge provides pedestrian and bicycle access along the Coastal Trail north and south of the Creek and needs to be replaced. The Bridge is located above the remnants of an existing concrete arch culvert/bridge that is deteriorating.

In addition to the Bridge needing to be replaced, the adjacent coastal bluffs and creek banks need to be reinforced to minimize additional bank failures and to protect the existing Bridge foundations. The heavy storms during the winter of 2017 have accelerated the deteriorating conditions at this Bridge crossing.

The consultant selection procedures in the County of San Mateo's Administrative Memorandum B-1 and Contract Handbook were used to select a consultant for design and construction support services for the Mirada Road Pedestrian Bridge and Bank Stabilization Project.

DISCUSSION:
Proposals were solicited from engineering firms with expertise in bridge design, coastal engineering, and construction support by e-mail, through advertising in the newspaper, and by posting information to the Department's website and the County's Public Purchase website.
