BACKGROUND:

The Maguire Correctional Facility houses an average daily population of 520 inmates. The facility was built 24 years ago and is in need of several updates in order to meet the changing needs of its current inmate population. The number of individuals with mental illness being housed in the County’s correctional facilities continues to grow. Constitutional requirements for the care, treatment, and safety and security of these inmates demand a new level of responsibility for correctional staff.

 

The Sheriff’s Office has determined that there is a need to make some improvements to the Maguire Correctional Facility in order to accommodate its inmate population’s needs and enhance the safety and security of inmates and staff. These improvements include, but are not limited to, the installation of an interactive device to engage the inmates in activities and deter them from destructive behaviors and potential self-harm; installation of recreation yard dividers using electronic locking mechanisms interoperable with current systems which will provide more flexibility for correctional staff and more recreation time for inmates; and the installation of protective dividers with safety glazing to provide enhanced safety of staff when working with high-risk inmates.

 

In addition to the safety and security improvements mentioned above, the Sheriff’s Office has determined that there is a need to update some of the technology in the Maguire Correctional Facility. This includes the installation of a coaxial cable network in order to provide all inmates access to televisions per Title 15 standards.

 

The Sheriff’s Office has selected CML Security for its expertise, familiarity with the facility, ability to ensure interoperability of facility systems, and existing facility systems maintenance agreement. 

 

DISCUSSION:

The objective of this request is to provide enhanced treatment, safety, and security of the inmates and staff within the Maguire Correctional Facility. These improvements and updates contribute to the well-being of inmates by encouraging them to engage in activities, allowing them to receive adequate recreation time, and enhance their safety and security by preventing them for doing harm to themselves or staff. 

 

The Sheriff’s Office is requesting the Request for Proposals process be waived as CML Security currently provides maintenance for the correctional facilities’ security system and there is a need to ensure interoperability with existing systems, uninterrupted functionality of the newly installed systems, and ongoing maintenance provided through a single contract and provider.

 

The resolution and agreement have been reviewed and approved as to form by County Counsel.

 

This agreement contributes to the Shared Vision 2025 outcome of a Safe Community by providing additional treatment for inmates, and enhancing the well-being of the inmate population within the Maguire Correctional Facility.

 

FISCAL IMPACT:

The contract with CML Security is for an amount not to exceed $553,426.34. This amount has been included in the Sheriff’s Office FY 2018-2019 Adopted Budget.
