BACKGROUND:

The Pillar Point Harbor boat ramps are the only boat launching facility on the coast between Santa Cruz and San Francisco.  The San Mateo County Harbor District (“Harbor District”) is undertaking a project to remove from these boat launch ramps the sand deposited there.  Recent severe storm activity has resulted in the deposit of significant amounts of sediment, unexpectedly shutting down three of the six launch ramp lanes.  The Harbor District’s dredging project aims to remove the buildup of sand from the concrete boat ramps and surrounding areas to ensure continued public access, usability, and safety of the boat ramps for recreational boating and commercial and recreational fishing activities. 

 

The Harbor District’s plan calls for the removed sand to be transported to an inland stockpile site until the appropriate permits can be obtained to place the sand at an appropriate beach nourishment site, including, possibly, Surfer’s Beach or a site along Pillar Point Harbor.

 

DISCUSSION:

The County and the Harbor District have negotiated a permit agreement, dated for reference purposes only as of November 13, 2018 (“Permit”), authorizing the Harbor District to store up to 1,600 cubic yards of sand removed from the Pillar Point boat ramps on an unused lot along North Sylvestri Road on the easterly edge of the Half Moon Bay Airport (“Airport”).  Before depositing any sand at the Airport, the Harbor District must establish that the sand does not contain any environmental contaminants.  In addition, the Permit requires the Harbor District to install a protective membrane at the site to prevent any absorption of the sand or its contents into the underlying ground or water.  After depositing the sand, the Harbor District will also secure sheeting over the sand during storage to prevent the sand from becoming a nuisance or hazard to other Airport users.

 

The Permit authorizes the Harbor District to store the sand at the Airport until the project to relocate the sand is complete, but in any event no later than July 1, 2020.  The Permit also requires the District to obtain a performance bond to cover the cost of removal and relocation of the sand from the Airport.  Once the Harbor District deposits the sand, it will pay a monthly permit fee of $4,500, subject to a three-percent annual increase.

 

County Counsel has reviewed and approved the permit agreement and resolution as to form.  The Department of Public Works concurs in this recommendation.

 

Approval of this permit contributes to the Shared Vision 2025 outcome of a Collaborative Community by providing land or a public infrastructure project.

 

FISCAL IMPACT:

The Airport Enterprise Fund is estimated to receive a minimum of $54,000 per year in revenue from permit fees.  There is no impact to the General Fund.
