BACKGROUND:
The Pillar Point Harbor boat ramps are the only boat launching facility on the coast between Santa Cruz and San Francisco. The San Mateo County Harbor District ("Harbor District") is undertaking a project to remove from these boat launch ramps the sand deposited there. Recent severe storm activity has resulted in the deposit of significant amounts of sediment, unexpectedly shutting down three of the six launch ramp lanes. The Harbor District's dredging project aims to remove the buildup of sand from the concrete boat ramps and surrounding areas to ensure continued public access, usability, and safety of the boat ramps for recreational boating and commercial and recreational fishing activities.

The Harbor District's plan calls for the removed sand to be transported to an inland stockpile site until the appropriate permits can be obtained to place the sand at an appropriate beach nourishment site, including, possibly, Surfer's Beach or a site along Pillar Point Harbor.

DISCUSSION:
The County and the Harbor District have negotiated a permit agreement, dated for reference purposes only as of November 13, 2018 ("Permit"), authorizing the Harbor District to store up to 1,600 cubic yards of sand removed from the Pillar Point boat ramps on an unused lot along North Sylvestri Road on the easterly edge of the Half Moon Bay Airport ("Airport").
