Adopt a resolution authorizing an agreement with the California Department of Food and Agriculture for detection and trapping of plant pests that can significantly affect crops for FY 2018-19 in an amount not to exceed $609,570.

BACKGROUND:

On December 1, 1981, your Board approved the first agreement with the California Department of Food and Agriculture (CDFA) to initiate the Pest Detection Trapping Program. The agreement has been renewed each year. The statewide insect pest detection trapping program protects the agricultural industry, home gardens, and the environment by providing early detection of exotic pests that may be introduced into California.

DISCUSSION:

The County will receive $609,570 under agreement #18-0201 as reimbursement for personnel hours expended on Exotic Pest Detection Trapping Program activities during FY 2018-19, including delimitation trapping in response to the Mediterranean fruit fly (Medfly) quarantine in the city of Half Moon Bay. The lateness of this agreement was due to delays at CDFA. Program staff place and monitor 697 Medfly traps, 555 Mexican fruit fly traps, and 1,888 other pest traps per year (e.g., Japanese beetle, gypsy moth, Oriental fruit fly, and melon fly). The insect traps are placed throughout the County on residential and rural properties, and are serviced at regular intervals from April through November.

The Agriculture/Weights and Measures Department also requests your Board give authority to the County Agricultural Commissioner/Sealer to execute additional amendments to this agreement with CDFA which modify the State’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provision and, provided no such amended agreement would require the expenditure or commitment of County funds. CDFA will accept the Agricultural Commissioner/Sealer’s approval and signature on agreement amendments providing the Department submits a resolution that outlines the Agricultural Commissioner/Sealer’s authority to sign amended documents. County Counsel has reviewed and approved the Resolution and agreement as to form.

Approval of this agreement contributes to the Shared Vision 2025 outcome of Environmentally Conscious Community by reimbursing the County for pest detection work activities that protect the agricultural industry and the environment from harmful exotic pests that may be introduced into California. CDFA periodically places insect specimens in County pest detection traps for training purposes and to test the identification abilities of Pest Detection Specialists. During FY 2017-18, Pest Detection Specialists recovered 95 percent of all exotic insect quality control specimens planted by CDFA. It is anticipated that Pest Detection program staff will be able to recover at least 95 percent of exotic insect quality control specimens planted by CDFA during FY 2018-19. The projected target represents an estimate that staff will recover 35 out of 37 quality control specimens.

FISCAL IMPACT:

The term of this agreement is July 1, 2018 through June 30, 2019. The annual revenue authorized by this agreement was included in the Department’s FY 2018-19 Adopted Budget. The total contract amount is $609,570 which is offset through intergovernmental revenue for services provided by the County. There is no Net County Cost associated with this agreement.
