BACKGROUND:

The County of San Mateo operates a multi-technology Countywide radio system that supports critical public safety and non-public safety communications. This system supports a number of County and local law enforcement, fire, medical, and public services agencies and is interconnected through an extensive network-backbone comprised of microwave-radio, optical-fiber, and leased-circuit facilities.

In September 2009, the County released Request for Proposals (RFP) ISD1801 for the design and implementation of a P25/700 MHz system, replacing the former UHF SmartZone 4.1 trunked system to improve public safety communications and enhance regional interoperability. In April of 2010, the County and Motorola, Inc. entered into a multi-phase agreement (Resolution No. 070735) for the construction of the P25/700 MHz Radio/Public Safety System.

In May of 2017, the County and Motorola, Inc. entered into an agreement (Resolution No. 075196) authorizing the County Purchasing Agent to acquire equipment and services from Motorola, Inc. to upgrade the County’s public safety communications system software and 911 center dispatch radio consoles for the term of May 16, 2017 through June 30, 2019 not to exceed $5,300,000.

 

DISCUSSION:

A review was conducted with Motorola, Inc. on the Console Dispatch System Design after the original resolution (Resolution No. 075196). During this time, three additional dispatch consoles were deemed necessary. The Public Safety Dispatch Department requires two additional dispatch consoles and the Sherriff’s Office of Emergency Services requires one additional dispatch console.

To support the installation and operation of the radio dispatch consoles at the new Regional Operations Center (ROC), an antenna system which includes hardware and service is required.  The additional consoles are needed to continue to provide support and reliable public safety communication to the County, and to meet 911 response measures, as well as to provide the ability to support future expansion of dispatch services to cities within the County. The Information Services Department (ISD) will need to coordinate services to perform the installation of the antenna system and to ensure appropriate installation of new radio dispatch consoles.

ISD recommends the new radio dispatch consoles be purchased from Motorola, Inc. to allow for seamless integration into the County’s existing P25 public safety communication system and for compatibility with future features, functions, and upgrades. In addition, the acquisition of the equipment and services has a lengthy lead time and must be secured well in advance. ISD is recommending that the Request for Proposals process be waived and Motorola, Inc. be selected as the sole source vendor for both the Antenna System equipment and related services to support the installation and commissioning of the new radio consoles.

County Counsel has reviewed and approved the resolution as to content and form.

This resolution supports Shared Vision 2025, promoting the outcome of a Collaborative Community by enhancing public safety and service communications operations and expanding interoperability with the County's regional partners throughout the Capitol Bay Region and will contribute to the performance measure by cost effectively upgrading the County’s radio communication system.

FISCAL IMPACT:

The term of this agreement is May 16, 2017 through June 30, 2020, with a total combined fiscal obligation to be increased not to exceed $5,500,000. The funding for all equipment and related upgrade services is allocated from Proposition 172 funds ($5,300,000) in ISD’s FY 2017-19 budget and Measure K funds ($200,000) in the Program Development Unit’s (PDU) FY 2018-19 Regional Operations Center project budget. Necessary funds will be included in future years’ budgets until project completion.
