Recommendation for appointment and reappointments to the Housing and Community Development Committee:
A) Rick Halloran, representing Commission on Disabilities, appointment for a partial term ending June 30, 2020; and
B) Nell Selander, representing City of South San Francisco-Economic Development, appointment for a term ending December 31, 2020; and
C) Laura Escobar, representing Homeless Continuum of Care, reappointment for a term ending December 31, 2022; and
D) Linda Lopez, representing Unincorporated North Fair Oaks, reappointment for a term ending December 31, 2022.

BACKGROUND:
The Housing and Community Development Committee (HCDC) makes recommendations to the Board of Supervisors related to the expenditure of all housing and community development funds, reviews and provides a forum for public comment on affordable housing and community development needs and priorities related to the development of the Consolidated Plan and related Annual Action Plans.
DISCUSSION:
Rick Holloran has been on the Commission on Disabilities for 4 years and is a retired Building Inspector from the City and County of San Francisco. He is also a California Certified Access Specialist (CAsp) certified by The California State Architect Office.
Nell Selander is the Deputy Director of the Economic & Community Development Department at the City of South San Francisco. South San Francisco is a member of the San Mateo County HOME Consortium, allowing the County to manage their HOME entitlement. The City is allowed a member on the HCDC to help ensure their funding is used according to their priorities.
Laura Esobar has served on the HCDC for several years as representative of the Continuum of Care, the group that manages homeless policy in the county.
Linda Lopez has also served on the HCDC for several years representing the North Fair Oaks community. Both Laura and Linda have been very active on the HCDC and have been reliable members.
These appointments and reappointments contribute to the 2025 Shared Vision statement of a Collaborative Community. Our diverse population works well together to build strong communities, effective government and a prosperous economy, civic engagement - including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues - is uniformly high among the diverse population of San Mateo County.
