BACKGROUND:

In November 2013, San Mateo Medical Center (SMMC) completed a Request for Proposals for medically necessary ambulance transport services. American Medical Response West was awarded the agreement, however due to lengthy negotiations an agreement was not executed until December 2016. A Chief Executive Officer level agreement was executed at that time to get an agreement in place as soon as possible.

 

DISCUSSION:

Because SMMC underestimated the amount of funds required for the full contract term, SMMC is now requesting that your Board approve a funding increase of $50,000 to fund the agreement through June 30, 2019.

 

The amendment and Resolution have been reviewed and approved by County Counsel as to form.

 

The Resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

The County’s Contract Compliance Committee has approved a waiver request for a five-year term for this agreement.

Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community to ensure medically necessary ambulance transports are available to SMMC’s patients. It is anticipated that the required response time for authorized SMMC transports will be within 90 minutes upon request 100% of the time.

FISCAL IMPACT:

The term of the agreement is January 1, 2015, through June 30, 2019. The amount of the agreement is not to exceed $150,000. This amendment increases the contact amount by $50,000. Funds in the amount of $30,000 are included in the SMMC FY 2018-19 Recommended Budget. Funds in the amount of $20,000 will be included in the SMMC FY 2019-20 Recommended Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
