BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 4 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.

 

PROJECT SUMMARY:

This is a request to authorize a grant to LifeMoves, and resulting grant agreement in an amount not to exceed $ $74,115 to provide interior drywall and painting, stucco work and exterior paint to Redwood Family House. The County Manager’s Office will administer and manage the proposed agreement.

LifeMoves operates the Redwood Family House, located in Redwood City. The facility provides housing for approximately 40 homeless families with minor children each year.  Over 90% of program participants successfully exit homelessness and secure permanent housing. Redwood Family House serves families throughout San Mateo County including families from District 4 - where it is located.

On March 28, 2017, the Board of Supervisors approved a Measure K district-specific funding sponsored by District 4 for critical repairs to the Redwood Family House. These repairs triggered a new requirement for a fire suppression sprinkler system in each unit including new overhead sprinkler system and a fire service line. This work was funded by approved Measure K district-specific requests sponsored by Supervisor Don Horsley and Supervisor Dave Pine.

At the conclusion of the above-mentioned work to Redwood Family House, interior drywall replacement and interior painting, stucco work and exterior painting became necessary. As a result, LifeMoves has submitted this request to contribute toward completion of those improvements so that Redwood Family House can provide a safe and dignified environment for homeless families to begin to rebuild their lives. The proposed grant would be used for the following scope of work:

                     Interior drywall and painting - $37,940

                     Stucco Work - $11,675

                     Exterior Paint - $24,500

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the Redwood Family House interior drywall and paint, stucco work and exterior paint contributes to the Shared Vision 2025 outcome of a Prosperous Community by supporting homeless facilities and services that assist families in securing stable housing.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
