Adopt a resolution amending membership and standing rules for governance of the San Mateo County Arts Commission.

BACKGROUND:

On January 15, 2002, the Board approved Resolution No. 65013 (the “Original Resolution”) creating the San Mateo County Arts Commission (the “Arts Commission”), the purposes of which include the promotion and encouragement of the arts in the County and liaising with arts organizations to ensure collaboration and coordination relating to cultural and arts activities in the County.  (A copy of the Original Resolution is attached as Exhibit “A” and incorporated by this reference.)   

 

The original resolution limits the Arts Commission to five (5) members, with no more than two (2) members residing in the same supervisorial district.  However, the County’s dedication to the arts continues to grow and, along with it, the number of highly-qualified residents interested in serving on the Arts Commission.  Therefore, it is recommended that the Board increase the total membership of the Arts Commission to 10 members.  It is also recommended that the Board update the standing rules for the governance of the Arts Commission.

 

DISCUSSION:

The following amendments to the Original Resolution are recommended:

                     In Paragraph 7, increasing total membership of the Arts Commission from five (5) to 10 members, with each Supervisor selecting two (2) members from their district, and increasing the maximum number of members who can reside in the same supervisorial district from two (2) members to three (3) members;

                     In Paragraph 8, replacing the term “Commissioner” with “members” to be consistent with the remaining provisions of the Resolution, and replacing the term “12 year limit” with “three-term limit” to be consistent with the County’s Standing Rules for County Boards, Commissions, and Advisory Committees;

                     In Paragraph 10, setting forth clear rules for establishing a quorum and voting;

                     Deleting Paragraph 11, which references a County department that no longer exists.

SHARED VISION 2025

Approval of this Resolution contributes to the Shared Vision 2025 of a Collaborative Community, as it promotes the involvement of more engaged citizens in the promotion and encouragement of arts in the County. 

 

FISCAL IMPACT:

Doubling membership of the Arts Commission may increase staffing, administration, and support costs.  However, the actual fiscal impact of approving the resolution is unknown at this time.
