BACKGROUND:

The State of California recognizes the growing need to allocate funding for mental health services and homelessness.  The California Department of Health Care Services (DHCS), through Senate Bill (SB) 840, shall provide one-time funding to counties for local activities involving individuals with serious mental illness and who are homeless or at risk of becoming homeless. This includes populations with recent involvement in the criminal justice system or release from incarceration.  All counties are eligible to receive this funding, including counties with Whole Person Care pilots.  Counties are encouraged to match the funds with local mental health funding as well as federal matching funds, as appropriate.

 

DISCUSSION:

 To apply for this one-time funding, Behavioral Health and Recovery Services (BHRS) must submit a letter of interest along with required attestations in the form of a Board Resolution to DHCS by September 25, 2018. 

 

Funding must be expended no later than June 30, 2020, and further requires counties to report to the DHCS the disposition of funds, the services provided, and the number of individuals who received services no later than 90 days after the full expenditure of funding.

 

BHRS requests your Board to authorize the Chief of the Health System or designee to become the single point of contact to DHCS for the application and allocation of Health Care Services for the Homeless Mentally Ill Outreach and Treatment funding on behalf of the County.

 

The letter of interest and Resolution have been reviewed and approved by County Counsel as to form.

 

The letter of interest contributes to the Shared Vision 2025 outcome of a Healthy Community by promoting wellness and recovery, and by providing support to clients with serious mental illness and who are homeless or at risk of becoming homeless.

 

Performance Measures will be determined by DHCS at a later date.

 

FISCAL IMPACT:

The term of the funding is September 25, 2018 through June 30, 2019. The amount of the agreement is not to exceed $581,000 and is included in the BHRS FY 2018-19 Recommended Budget.  The funding is a one-time allocation and is to be expended no later than June 30, 2020.

 

Since BHRS is the recipient of these funds, there is no Net County Cost associated with this agreement.
