BACKGROUND:
The Children and Family Services ("CFS") branch of the Human Services Agency ("HSA") is committed to enhancing the well-being of children, adults, and families by providing professional, responsive, caring, and supportive services. CFS offers a wide range of programs and services, designed to provide current and former foster youth/young-adults with the skills and supports needed to successfully transition into adulthood.

On January 8, 2018, the Human Services Agency ("HSA") conducted a request for proposals ("RFP") for service providers of employment and educational support services for current and former foster youth. Silicon Valley Children's Fund ("SVCF") was one of three providers selected. HSA selected SVCF because of their experience and success in providing educational support services in San Mateo County specifically through SVCF's programs such as: Emerging Scholars, Roadmap to independence for foster youth, and their college pathway intensive coaching model.

DISCUSSION:
This agreement provides comprehensive educational support services to San Mateo County foster youth in high school grades 9th through 11th. SVCF will provide academic planning, coaching and college preparation to a minimum of 35 youth. This agreement will also provide 8 to 10 f...
