Measure K: Adopt a resolution authorizing:
A) The President of the Board to execute an agreement with Redgwick Construction Company, for the Berkshire Avenue at Huntington Avenue Parking Lot Project - North Fair Oaks Area, in the amount of $183,709; and
B) The Director of Public Works to execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $18,370.90, or approximately 10% of the agreement amount.

BACKGROUND:
In November 2011, your Board adopted the North Fair Oaks Community Plan. A major component of that plan is the re-design of Middlefield Road between Pacific and Fifth Avenues to create a more attractive street with improved pedestrian and bicycle amenities.
On July 9, 2013, your Board approved the redesign of Middlefield Road in North Fair Oaks from Pacific Avenue to Fifth Avenue using $12.5 million of Measure K funds.
On October 21, 2014, the North Fair Oaks Community Council (Council) presented your Board with recommendations regarding the redesign of Middlefield Road between Pacific and Fifth Avenues and requested that the County proceed with the next steps for the Middlefield Road Improvement Project. The Council’s recommendations included redesigning Middlefield Road to include: three traffic lanes (one travel lane in each direction with a center left turn lane), parallel parking (resulting in fewer on-street parking spaces), bike lanes, and sidewalks wide enough to accommodate street amenities such as benches and other seating, greenery, street and pedestrian lighting, trash and recycling receptacles, street art and public spaces.
On May 16, 2017, your Board adopted Resolution No. 075198, which authorized an agreement with Half Moon Bay Grading & Paving for the construction of the Middlefield Road Parking Lot located at Middlefield Road and Second Avenue. This Lot was constructed to offset some of the on-street parking loss that will result from the Middlefield Road Improvement Project.
On August 7, 2018, your Board adopted Resolution No. 076076, which adopted plans and specifications, including conformance with wage scale requirements and called for sealed proposals for the Berkshire Avenue at Hunting Avenue Parking Lot Project.
DISCUSSION:
On Tuesday, August 28, 2018, bids were accepted for this Project and subsequently referred to Public Works for checking and recommendation. The bid of:

at $183,709.00 was the lowest responsible bid received. The Engineer’s Estimate was $223,000. A summary of the bids received is attached as Exhibit “A”.
The Department has determined that this Project qualifies for a Categorical Exemption pursuant to Section 15311(b) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which consists of construction, or placement of minor structures accessory to existing commercial, industrial, or institutional facilities is exempt from review. The Department has filed a Notice of Exemption for a CEQA Categorical Exemption for this Project.
County Counsel has reviewed and approved the resolution and agreement as to form.
Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by constructing another parking lot for the public in the North Fair Oaks area to help further support a more livable community.
FISCAL IMPACT:
A portion of the Measure K funds previously approved by your Board for the Middlefield Road Improvement Project will be used for this Project. The total estimated cost for construction is $202,079.90, which includes authorization for up to $18,370.90, or 10% of the construction costs to allow for change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.
There is no impact to the General Fund.
