Adopt a resolution:
A) Adopting the plans and specifications, including conformance with Federal prevailing wage scale requirements for the San Mateo Medical Center Water Tank Replacement; and
B) Authorizing the Director of Public Works to call for sealed bids on September 10, 2018 at 3:00 p.m. in the office of the County Manager/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening, up to sixty (60) calendar days beyond the date and time originally set forth by the Board of Supervisors.

BACKGROUND:
On September 12, 2017, your Board adopted Resolution 075446 and approved the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program report in compliance with Section 21081.6 of the California Public Resources Code. The existing water tank is located on a sloping hillside adjacent to the San Mateo Medical Center (SMMC) campus parking lot. The water tank was constructed in 1938, before California had well-established seismic codes and before acute-care general hospitals were under the Office of Statewide Health Planning and Development (OSHPD) jurisdiction. The tank has undergone significant deterioration over the past seven decades and is now required to meet current seismic requirements.
DISCUSSION:
The Department of Public Works (Department) recommends constructing a new replacement tank in the southwest corner of the SMMC parking lot behind the existing tank, which would remain fully operational during the construction phase of the new tank. The new water tank will be built in compliance with current seismic building standards. Approval of the plans and specifications would comply with the implementation of OSHPD Emergency Water Supply requirements of hospitals by 2030. All hospitals will be required to have an on-site water supply sufficient to continuously operate essential acute-care hospital facilities over a 72-hour period in the event of an emergency.
County Counsel has reviewed and approved the resolution as to form.
Approval of this action contributes to the Shared Vision 2025 outcome of a Healthy Community by constructing a seismic code compliant water tank that can supply sufficient water to continuously operate essential acute-care general hospital buildings on the SMMC campus for 72-hours in the event of an emergency. body
FISCAL IMPACT:
The estimated construction cost for the work is $1,506,280.00 and total project cost is estimated at $1,915,759. Funding for this project is included in the FY2018-19 Capital Projects Budget. There is no additional impact to the General Fund.
