BACKGROUND:

On November 3, 2015, your Board adopted Resolution No. 074177, which authorized the Agreement with Swaim Biological, Inc. (Swaim) for construction mitigation services in connection with the Crystal Springs Dam Bridge Replacement Project (Project) in the amount of $496,005.94. The services to be provided in accordance with the Agreement included: construction mitigation, biological monitoring, and reporting services.

 

DISCUSSION:

The Amendment increases the not-to-exceed amount of the agreement by $91,176.16.  Kiewit Infrastructure West Co. (Kiewit) is the Contractor for the Project and began work on the Project in February 2016.  Kiewit had initially estimated the Project would take 23 months to complete.  However, their current schedule estimates the Project will be completed by August 2018, which is a 31-month construction period.

 

As construction of the Project has progressed, unforeseen conditions, construction issues, and weather delays have required additional services and efforts from Swaim.  Construction mitigation resources beyond those originally estimated have been required to provide continued biological monitoring.  These services have included weekend and night work and an extended construction duration.  Weekend and night work by Kiewit has been necessary to ensure that PG&E and their subcontractors can complete their construction activities within the Project limits and without conflict with Kiewit’s activities.

 

This amendment will allow Swaim to provide the necessary construction mitigation activities for the duration of Kiewit’s remaining work and provide the Project closeout reporting services.  The Department has coordinated with Swaim regarding the requested increase, and is recommending that the Amendment be executed to allow for continued construction biological monitoring services for the Project.  The Amendment increases the not-to-exceed amount of the Agreement by $91,176.16.

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by facilitating a bridge replacement project to provide the public with a seismically sound bridge for recreational users, bicyclists, and motorists.

 

FISCAL IMPACT:

This amendment will increase the current contract amount by $91,176.16, for a new not-to-exceed amount of $587,182.10. The funding for this amendment will be from the Road Fund. Road Funds have been budgeted to finance this Amendment.

 

There is no impact to the General Fund.
