BACKGROUND:

For over 20 years, Behavioral Health and Recovery Services (BHRS) has contracted with El Centro de Libertad (El Centro) for substance use disorder outpatient treatment and recovery services to San Mateo County residents.  These services are focused on an individualized outpatient treatment program that includes family group therapy, alcohol and drug testing, relapse prevention, adolescent treatment, and anger management.

 

DISCUSSION:

Through the Drug Medi-Cal Organized Delivery System (DMC-ODS) waiver, El Centro shall continue to provide substance use disorder outpatient group and individual treatment to adolescent and adult County residents. Through the Seeking Safety service model, El Centro shall continue to provide therapy helping people attain safety from trauma/Post Traumatic Stress Disorder (PTSD) and substance abuse.  The Seeking Safety curriculum shall be used when appropriate for both substance abuse and dependence, as well as with people who have a trauma history but do not meet the criteria for PTSD.

 

In February 2017, your Board waived the Request for Proposals (RFP) process for substance use disorder treatment services for two years, to allow BHRS time to implement the DMC-ODS waiver-related changes to this and all other BHRS substance use related contracts.  In late 2018, BHRS will release a RFP for substance use disorder treatment services to start on July 1, 2019.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.  This agreement is coming to your Board late due to prolonged contract negotiations and is on the Continuing Resolution.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services to support recovery, which in turn contributes to the health and safety of communities throughout the County.  Successful treatment discharge occurs when a program participant completes his/her treatment/recovery plan or when a participant is transferred to the next appropriate level of care. It is anticipated that 77% of clients will achieve a successful treatment discharge.

FISCAL IMPACT:

The term of the agreement is July 1, 2018 through June 30, 2019.  The amount of the agreement is not to exceed $605,671.  Of this amount, the Mental Health Services Act will fund $44,290, Federal Financial Participation for Drug Med-Cal will fund $145,460, Substance Abuse and Prevention Treatment Block Grant will fund $62,656, CalWORKs will fund $12,336, 2011 Realignment will fund $16,841, and AB109 will fund $5,343.  The remaining $318,745 is Net County Cost.  Funds for these services are included in the BHRS FY 2018-19 Recommended Budget.  The payment provisions and levels of service remain essentially the same as those of the prior agreement.
