B)                     Expanding alcohol and other drug substance use disorder treatment services under the Drug Medi-Cal Organized Delivery System; increasing the amount by $1,933,451 to an amount not to exceed $25,404,175, with no change to the agreement term.

BACKGROUND:

On June 21, 2016, your Board approved an agreement with Caminar, Inc. (Caminar) to provide community-based services to individuals with serious mental illnesses, focusing on maximizing wellness and recovery opportunities for adults with mental, physical, and developmental disabilities, for the term July 1, 2016 through June 30, 2017, in the amount of $7,605,608. 

 

On May 24, 2016, your Board approved an agreement with Project Ninety, Inc. (Project Ninety) for residential substance use disorder treatment services, for the term July 1, 2016 through June 30, 2017, in an amount not to exceed $2,849,777.

 

On August 31, 2016, the Chief of the Health System approved an amendment to the agreement with Project Ninety to include bridge funding, with no change to the maximum amount or term of the agreement.

 

On October 26, 2016, the Chief of the Health System approved an amendment to the agreement with Project Ninety to extend bridge funding, with no change to the maximum amount or term of the agreement.

 

On October 17, 2017, your Board approved an amendment to the agreement, merging Family & Children’s Services with Caminar, to provide mental health services through the Mental Health Plan, effective January 1, 2017; extend the term of the agreement through June 30, 2019; and provide a 3% cost of living increase effective July 1, 2017; increasing the amount of the agreement by $15,865,116 to $23,470,724.

 

On June 1, 2018, Project Ninety merged with Caminar and now operates as a division of Caminar.  Through this merger, Caminar will provide substance use disorder treatment services to adult males under the Drug Medi-Cal Organized Delivery System.  Prior to the merger, Project Ninety provided substance use disorder treatment services to adult male residents of San Mateo County.

 

Under the B-1 Administrative Memorandum, housing and housing-related mental health services are exempt from the County Request for Proposals process.

 

DISCUSSION:

This amendment is now necessary because through the merger with Project Ninety, Caminar will assume responsibility for all of Project Ninety’s substance use disorder treatment services going forward.  Specifically, Caminar will provide expanded substance use disorder treatment services to adult males including outpatient and intensive outpatient services, under the Drug Medi-Cal Organized Delivery System.  Under this amendment, Caminar will additionally provide the administration of the San Mateo Contractors’ Association grant funding, and the management of client transportation needs in all contractor-sponsored programs. 

 

The agreement and Resolution have been reviewed and approved by County Counsel as to form. 

 

Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services to support recovery, which in turn contributes to the health and safety of communities throughout the County.  A successful treatment discharge occurs when a program participant completes their treatment/recovery plan or when a participant is transferred to the next appropriate level of care.  It is anticipated that 57% of clients will achieve a successful treatment discharge.

FISCAL IMPACT:

The term of the agreement is July 1, 2016 through June 30, 2019. The amount of the agreement is not to exceed $25,404,175. The amendment increases the contract amount by $1,933,451.  For FY 2017-18, the increase is $148,727. Of that amount, Federal Financial Participation - Medi-Cal will fund $11,898, Substance Abuse Prevention and Treatment Federal Block Grant will fund $87,749, State DMC-ODS Allocation will fund $43,131, and Mental Health Services Act will fund $5,949.  

 

The amount for FY 2018-19 is $1,784,724. Of that amount, Federal Financial Participation - Medi-Cal will fund $142,778, Substance Abuse Prevention and Treatment Federal Block Grant will fund $1,052,989, State DMC-ODS Allocation will fund $517,570, and Mental Health Services Act will fund $71,387. 

 

There is no Net County Cost associated with this amendment.
