BACKGROUND:

Pursuant to the County’s Charter, the Board of Supervisors is charged with the appointment of the County Manager.  After a thorough and competitive recruitment process, Assistant County Manager Michael Callagy was selected as the best candidate for the position.

DISCUSSION:

Michael Callagy began his public service career as a police officer for the City of San Mateo in 1984.  He rose through the ranks, becoming the Deputy Chief of Police in 2007.  In 2013, he was hired as the Deputy County Manager for the County of San Mateo and was promoted to Assistant County Manager in April, 2016.

Mr. Callagy has a BA and MPA from Notre Dame de Namur University; an MA in Homeland Security and Defense from Post Naval Graduate School; and a JD from Santa Clara University.

Mr. Callagy has a proven track record of forming critical community partnerships and leveraging resources through collaboration.  His accomplishments as Assistant County Manager include developing, staffing and overseeing the first Department of Community Affairs to better connect the County with the community it serves and providing executive leadership to the Project Development Unit with oversight and responsibility for approximately $750 million in building projects.

The agreement contributes to the Shared Vision 2025 outcome of a Collaborative Community by retaining a highly skilled and experienced person for the position of County Manager, enhancing the County’s ability to provide exceptional service to the community.

This item has been reviewed and approved by the County Counsel’s Office as to form.
