BACKGROUND:

Since 1969, the Commission on Aging’s mission has been to maintain, enhance, and improve the quality of life for older adults in San Mateo County through the promotion of independence and self-sufficiency, mental and physical health, and social and community involvement. By 2030, the Commission on Aging reports that 25 percent of the County’s population will be 65 or older.

 

The concept of Global Age-Friendly Cities was developed in 2005 by the World Health Organization (WHO) to help cities consider and implement policies and services to support older adults as they grow older to live healthy and vibrant lives. According to WHO, population aging and urbanization are two global trends that comprise major forces shaping the 21st Century.

 

WHO has identified eight key domains requiring a conscious effort to create an age-friendly community: (1) housing, (2) transportation, (3) social participation, (4) respect and social inclusion, (5) civic participation and employment, (6) communication and information, (7) community support and health services, and (8) outdoor spaces and buildings.

 

DISCUSSION:

The process to be designated an Age-Friendly City/Community includes: identifying a task force with various stakeholders to oversee the process; conducting a series of focus groups to assess the baseline “age-friendliness” of a city or community in the key domains mentioned above; reviewing the focus group and survey results; identifying indicators so progress can be monitored against the action plan; and completing the Age-Friendly application and including a letter of intent signed by the mayor of the city. The WHO designation will lead to projects to improve the lives of older Americans and result in economic benefits for the participating communities.

 

In Santa Clara County, the Center for Age-Friendly Excellence (CAFE) - a program of the Los Altos Community Foundation - followed the procedures outlined above to help designate 14 cities as Age-Friendly including Palo Alto, Mountain View, and San Jose. The Seniors’ Agenda of Santa Clara County Department of Aging and Adult Services has established Santa Clara County Age Friendly Silicon Valley to highlight WHO’s Age-Friendly Initiative and the cities that have received the designation.

 

Aging and Adult Services (AAS) is proposing to engage CAFE to perform similar services in San Mateo County.  The Los Altos Community Foundation serves as the fiscal agent for CAFE.  The scope of the work for the agreement includes spearheading the Age-Friendly City/Community for three San Mateo County cities: Daly City, Pacifica, and Redwood City.

 

AAS requests the waiver of the Request for Proposal process in accordance with Administrative Memorandum B-1 as a non-emergency general exemption to the requirements of competitive procurement because staff have determined that the services are only available from a sole source due to the specific and specialized nature of the scope of the project.

 

The resolution has been reviewed and approved by County Counsel as to form. The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000. County Counsel will review the final agreement.

 

This agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by creating a roadmap for the County of San Mateo to create age-friendly communities. It is anticipated that 3 cities (Daly City, Redwood City, and Pacifica) will meet the requirements and receive recognition by the WHO as age-friendly communities.

FISCAL IMPACT:

The term of the agreement is July 1, 2018, through June 30, 2020. The amount of the agreement is not to exceed $115,000 to be funded by Net County Cost. The funds will be incorporated in AAS’ adopted budget for all impacted fiscal years.
