BACKGROUND:
Electronic monitoring has been proven to be an effective alternative to detention for individuals in the criminal justice system. In 2012, the Probation Department worked with the Sheriff's Office's Alternative Sentencing Bureau and conducted tests of existing electronic monitoring products in the market and BI Inc.'s services was determined to be far superior when compared to other providers. In addition, the Probation Department conducted its own statewide survey and BI, Inc. was the top choice for providing the necessary electronic monitoring services to probationers. Since then, the Probation Department has been using BI, Inc. to provide electronic monitoring services to juveniles in the Electronic Monitoring Program (EMP) as well as those in Home Supervision. Additionally, BI Inc. provides electronic monitoring to adult probationers enrolled in the Bridges Program.

For the past six years, BI Inc. has been providing three kinds of monitoring: (1) Radio Frequency Monitoring (RFM) of the client's home, (2) mobile breath alcohol monitoring system and (3) Transdermal Alcohol Detector. BI Inc. also provides the following services to the Probation Department:

1. On-site training for Probation Department staff;
2. All access training via web conferencing;
3. Monitoring Services;
4. Equipment and monitoring technical support;
5. Equipment rental maintenance
