BACKGROUND:
On October 20, 2015, your Board approved a Design/Build Agreement with McCarthy Building Company for the construction of the Regional Operations Center (ROC). Demolition of the existing buildings on the former motor pool site began in early 2016 and concluded in the late summer of 2017. Deep Soil Mixing (DSM) as part of the seismic stability of the ROC was completed in January 2018 and a topping out ceremony was held May 9, 2018.

DISCUSSION:
Owing to the nature of the services provided within the facility, the ROC's audio-visual systems are complex and specialized. To remain operational and available for ongoing and emergency operations, the system must be designed for redundancy in control and equipment, scalability, durability, adaptability, and ease of serviceability. The system must provide access to important audio and video information during the response to an emergency and the provision of emergency services.
The system to be installed contains many features that are not part of traditional audio-visual systems, but necessary for emergency response and operations at the ROC. For example, the ROC will have the ability to broadcast video remotely or locally throughout the facility as needed during emergency response and operations.
