BACKGROUND:

Section 22507 et al. of the California Vehicle Code and Section 7.30.010 of the County Ordinance Code allow your Board to adopt resolutions that establish parking zones to prohibit or restrict the stopping, parking, or standing of vehicles.  The parking regulations and restrictions for ‘No Parking’ zones are generally included in Resolution No. 67421, which was adopted by your Board on June 28, 2005.

 

DISCUSSION:

Waverly Place Apartments, located at 101 5th Avenue, in North Fair Oaks, is a newly constructed 16-unit, multi-family, supportive housing development. The Planning and Building Department has overseen the process for the planning and development of this property and public comments were received. The community’s request for a ‘No Parking’ zone on Waverly Avenue and 5th Avenue was considered and approved by the Planning and Building Department and made a condition of approval for development.

 

In addition, the community reached out to the Department of Public Works (Department) to relocate the existing ‘No Parking’ zone on 5th Avenue, across the street from the housing development, to allow public parking on this narrow stretch of roadway for the existing apartment buildings.

 

The community also asked the Department to modify the intersection to improve the right turn onto Waverly Avenue and the merge zone onto 5th Avenue. The additional ‘No Parking’ zone on Waverly Avenue will facilitate turn movements for vehicles entering and exiting the West Selby neighborhood. The community requests to allow some parking within the ‘No Parking’ zone on 5th Avenue and the additional parking controls will be evaluated by the Department and may require additional public input.

 

The proposed parking restrictions on Waverly Avenue and 5th Avenue were discussed with the North Fair Oaks Council at its April 26, 2018 Council meeting.

 

The locations of parking zones on county-maintained streets are currently shown on maps in the Department of Public Works and will be made available on the Department’s web site. The master map will be updated to reflect the recommended changes if your Board approves the proposed resolution.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this resolution contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and schools to help shape the neighborhood traffic controls in a way that best fits their collective needs.

 

FISCAL IMPACT:

The cost of installing signs and painting parking zone markings varies, but averages approximately $550 per parking sign. Funding is included in the Department’s Road Fund Recommended Budget for FY 2018-19.

 

There is no impact to the General Fund.
